Sea Level Rising

it is common knowledge that if you touch a hot pot you will get burned. Why do people build thers houses directly on a coastline to be destroyed? We can use renewable energy to cut down on global warming but until then the government shound not allow people to build houses on the coastline with th sea levels rising as they do.
